And, at 20.5inch frame, are the wheels going to be 26" or could they possibly be 27"?

I think this would be classed as an adult bike and have 27" (ISO/ETRTO 630mm) wheels. The forks are rather nice looking steel ones - see the lug at the crown. The frame I would guess is an older one, judging by the use of an integrated seat pin clamp (later ones had a separate clamping ring). The use of a straight seat pin (i.e. not micro-adjust), the brake 'suicide levers' (missing on the right) and the steel pedals (I think) suggest that, although it's an Aerospace fillet brazed frame, it's not a top of the range Sport. However, a nice Viscount if it's your size.
