It certainly is possible.Read Sheldon Brown on home built tandems. May be a good use for a couple of frames that are beyond economic repair.Use lugged frames with screwed bottom brackets to get a better choice for chain alignment.If you go for cross over drive you can use an old rear mech as a chain tensioner. I actually built one myself as a child back tandem.I'll just say it worked. Once I knew my daughter would be ok "stoking" I got a proper tandem.This was in the '70s and I don't have any photos unfortunately. Cheers, Pete.
