I can't see what this is exactly but pretty sure its got the Showa back rack that is on my tourer (18AX) and the same Sturmey Archer handle bar stem and the same mudguards.
It even has the same chainset as my other 18AX that didn't even come with the original 3 ring chainset.(figure that out?)
So maybe it's and 18AX of some description? But has a London price tag on it - but not stupidly so, in my opinion.

EDIT- with all those 600 components, could be a rather strangely adapted 600ax? nah maybe not
