What a horrid thing to do, to (an otherwise very nice) classic frame. I love the lugs and a good frame shop could (at great expense) replace the BB shell.

Thanks Jim. Yeah I don't understand that as a fix, let alone a thought process. "Let's weld it shut so we never have to service those bearings again."
A metalworker friend just suggested that if the weld gunk is just bronze brazing, then it might be possible to heat it carefully so that it comes off because the melting point would be lower than the steel of the BB shell. b

It could be brazed but is the glob rusty? Then it would most likely be a weld. I would definitely try to melt the braze; nothing to lose. Still, I suspect damage to the BB shell. As for frame ID, I would post the pictures on the Classic Rendezvous Google group; the members have an incredible knowledge. Can you make out the letters on the down tube? Cheers Jim
