FWIW, Velo Orange has a clearance sale I could not pass up. I bought some of their very nice road pedals; which are marked down from $64 to $35. Their cables and Rando bars caught my eye but I am fairly well set.

Sounds like a deal. Especially the "defective" handlebars for only $20. Sounds like a perfect addition to any Viscount.

I think their UK or EU base disappeared a few years back, which is a shame. I always had good quality, reasonably priced items from Velo-Orange.

I have several of their "defective" Rando handlebars and really like them. Their only defect is the bar end id is too small for bar end shifters and require a small end plug. I may buy a couple more.

Cheers Jim Joking aside, I do like that style of handlebar. I got three or four free Nitto rando bars from a friend of my wife who was liquidating her late husband's bike parts collection.
