I haven't tried it but I think it would work if wrapped tightly but the tighter it is wrapped, the less cushion it will provide. Easy to remove if you don't like it.

Never tried handlebars but I do wrap some things in paracord. There is a very neat trick to getting it super tight. If you search YouTube for the method of wrapping Mora knives is where I originally got it, but it could be any sheath.(see bottom pic) IMG_4634 by IMG_4403 by

If it were me I would select an adhesive of choice, coat the bars and wrap away. With this you do not need high tension and the adhesive only needs to grip enough to reduce the chance of the cord slipping resulting in the wrap coming loose.

It looks to me as if it's purely decorative, not as an alternative to bar tape, but if you're touring across the wilderness, it provides a handy place to store a fair length of paracord.

Hockey tape is very thin, comes in colors, and is sufficiently tacky to hold the cord in place, if you really want to try this, Jim. Not for me. Not yet anyway.

I've used black hockey tape on its own for handle bars. It has the advantage of coming in big rolls and is quite inexpensive. Also it is thin (no cushioning) and in my experience is easy to wrap bars with hockey tape. It is a bit sticky. The disadvantage I found was that black tape quickly faded to light grey. But you can always put another layer on top to restore the colour.
