On eBay UK in Essex (Frinton). Potentially quite a good bike - nice lugs - but needs work. Says it comes with wheels and rack. The wheels look like alloy so may be ok but the rack should be thrown away before the galloping rust infects something else. Can't see any Reynolds stickers, so may well be gas pipe steel. The paint has reached an interesting matt stage of patina but might polish up.
Seller has a buy-it-now price of £25, but I have received an eBay offer saying he would accept £15, which is probably a good price.
