The out of focus pictures don't help. The seat stays are attached higher than on my Viscounts.

It's surprising that someone with 1926 eBay sales can't post better photos than that. But I'm pretty sure it's a fillet brazed frame - can't see any lugs - hence a 70's frame. Lack of top tube brazed on cable eyes suggests that too. Obviously extensively done over and repainted - probably a rattle can job? Saddle bag looks interesting and (maybe) chromo plastic fenders / mud guards plus a standard to large-ish frame would make it worth the starting price, if you fancy a trip to Tunbridge Wells.
EDIT - just noticed that one of the better photos show that the saddle bag is quite worn. And probably leatherette. But is there an interesting lighting system on board? What appear to be two front lights, tantalisingly on the edge of one frame and what looks like a curly cable making its way along the top tube (?)

I always suspect out of focus pictures (in ads) to be intentional.
