Here is a nice Victor (ornate lugs).
I gave up trying to remember any hard and fast rules about Viscount models way back, but in the area of my mind reserved for a limited amount of Viscount facts, the Victor frame was half brazed (at the front) and then lugged at the back? (edit- other way round?)
This knocks that rule of thumb of mine on the head.
