It might be worth getting in touch with the Veteran-Cycle Club and their John Pinkerton Memorial Fund. The titles publushed by the JPMF are many and varied.

Just brainstorming...
What if you went the youtube route and did a Ken Burns style video using the educational fair use route?
This could be coupled with a Patreon type of support?
While it is a long shot that type of project might attract a publisher to a book deal.
