I think the seller believes it to be a bike actually used by the KP Crisp team. Judging by the bike's components, it is just a production bike with some extra decals. I suppose it could be called a team commemorative bike. Or maybe someone simply stuck a couple of decals on it. I judge it to be of little (or no better) value than any other Viscount.

I like it nonetheless, looking at the pictures closely, these are my observations and conclusion: 1. Safety Levers on the bikes, those are often found on ordinary type bikes and of course, on most Aerospaces. 2. I am trying to look at the handlebars closely, the pictures are not clear but to me, I am seeing mere chrome which means "heavy". That's fine; I think most people would like a lighter set. (see if one can see if that gold leaf is on the handlebars, I don't think it is but I could be wrong) 3. lamp mount on fork blade. 4. "Spoke protector", a rather pedestrian steel one. So, about 2 months ago, I posted that "Milk Race" thread and how Raleigh, Dawes and a few others made "Milk Race" standard quality commemorative bikes to sell to the public and as being a sort of souvenir type of deal. I think these are pretty much the same bike as the Tony Doyle? They are pretty heavy and compared to an Aerospace are going to feel a bit pedestrian.
