Likely a curiosity indeed; I like the decal sticker; totally different.
Transition period bike per chance? Shimano Skylark RD.
Surely, the '70s, someone could make a hodgepodge of assembling a bicycle but those decals must be unique.

Yep. Never seen it but super interesting. Initially I wondered if they'd been mocked up for a refurb but the more I look...
Perhaps a Viscount first draft? Looks more 40's/50's than 70's!!

Looks like it says '...... Tour....' update...'World Tour.." ? That SA bar stem is of the 80-82 era, bit most else looks later additions? Also the seat bolt is Raleigh not Viscount (only just noticed ,as at a distance they look very similar) But I agree that font and design of decal is not one I have seen...

I read it as "Apollo Tourer" but it's not very clear!

Font looks like the plain, late lettering from 1981-83, as on both my Sport and Sprint, the difference from the norm being the darts at each end, and it's on a silver background. The headbadges look like they found some in the factory that hadn't been die-cut, but no part of the frame paintwork matches any other part!
Not aware that Viscount ever did a chromed fork crown, so forks may not be original, although stem, bar tape and brake levers are as originally fitted. Not sure about calipers though.
Could it be the ultimate bitsa Viscount, in a new style that didn't see the light of day, and one of the last machines thrown together at Potters Bar?
I'm working in that area of Manchester this week, so I can go and check it out.
