Yes, I believe it has been resprayed and its BB isn't threaded. Would it be made with aero tubing?

Likely it's an Aerospace frame, with thin wall, straight gauge chromoly tubing. A fairly early one, as I all of mine, and most of the aerospace frames I've ever seen, had a right rear dropouts with the built-in derailleur hanger. I've seen Lamberts that were made that way, certainly.
"Aero" tubing usually refers to shaped tubes that allegedly decrease drag, Lambert/Viscount called their tubes "aerospace" most likely for marketing reasons.

Yes, definitely an Aerospace frame - and an early one. These didn't have the built-in hanger.
It's built from Phoenix 1027 tube, which was cold drawn, seamless, and I can't just remember the exact material, but the label near the top of the seat tube will reveal all.
It was called Aerospace because the tube was very high specification and was also used in Jumbo jets and aerobatic aircraft - so had 'aerospace' applications.
