Welcome to the forum - and the mysterious world of Viscount bikes.
Production started 1973/74 and the firm went bust in 1983, but we don't know of any method by which the date of the bike can be ascertained from the frame number. Ex-employees don't recall any such system. If you can post some pictures - many folk use Flickr or Photobucket to do this - we'll gladly give your bike the once-over, but results are often pretty vague.
How long have you had the bike? Do you ride it a lot? If you have other bikes, how does the Viscount compare with them?

Hello and welcome to the forum.
+1 for what Sprockit said - no system for dating using the frame number is known, but by showing the bike, some folks here would be able to narrow it down to a couple of year, and maybe even where it was built.
