I believe that Viscount was the UK Koga-Miyata distributor for a time in the early 80s. There is some information and a Koga-Miyata road test in the Cycling article I am trying to get fully posted in the Adverts thread.

One time on ebay I was watching a Miyata touring bike on auction, I think they put a triple crank on it and, it really looked nice and perhaps a bit pricey. Now, I saw another Miyata touring bike, they put riser bars on it and it looks pretty ordinary. I think at some time, a generic (meaning all) Japanese bike thread could be added on somewhere because it is fascinating, This is a very fine looking bicycle here, that weathered bag, whatever that is, sharp: This is pretty inspiring, at pedal room where I happened to post pictures of my Aerospace years ago, pedal room is fairly low key compared to Velo Space where I think you can run into rude folks sometimes but whatever. The velo Space forum seemed, for the few times I used it, helpful. www.pedalroom.com/bike/koga-miyata-gents-touring-1978-17356This one above has all of the bosses and eyelets to install hardware, it must have been a more deluxe bicycle. I gather this can often be overcome with P or U clamps.

I think that they're the same bike possibly different owners as the saddle heights are different. I reckon the front rack in the second photo is off a motorscooter,I recall having one just like it on a Vespa in the '60's. Cheers, Pete.
